I had the exact same issue when I upgraded from 6 to 7.

My resolution was to rename the web directory to web.old

Then reinstall imail, creating a fresh copy of all of the web files.

Simply reinstalling the product without first renaming or deleting the old
web directory will not resolve the issue for you, or at least it didn't for
me.

Then apply patches/hotfixes and customize as necessary.  That cleared it
right up for me.

If that doesn't work, then you might have a deeper configuration issue.
