Declude does have a unique SPAMROUTING test that will detect unusual
routing common to spam (such as a U.S. spammer sending E-mail to another
U.S. recipient, but going through an overseas mail server to minimize the
chances that he will get caught and prosecuted).
This test (like almost all other spam tests) is known to have occasional
false positives. The only way to get around it would be to use a U.S.
based mail server. Or, if there's a specific person you are sending mail
to that wants to use that test but doesn't want you to fail it, , they can
whitelist you.

Probably because there aren't many people rejecting based on this
test. For example, I have it set up here so that I'll see "SPAMROUTING" in
the subject, so I'll be aware of it, but I won't reject your mail. You
would only get a reject message if the recipient was set up to bounce mail
that failed the SPAMROUTING test.
