That will happen if you receive too much mail at once, such as when a large
mailing list is sent out. If too many SMTP processes are running at the
same time, the E-mails get sent to the queue instead. Once in the queue,
only one new process is started every 30 minutes or so to work the queue,
trying each E-mail sequentially rather than in parallel.
