Unfortunately, Michael's suggestion doesn't change the incoming mail format, as you noted.
However...follow this link: http://www.grinningshark.com/. Shareware add-in for Outlook to strip down HTML msgs (and more). Note that entire message is still downloaded, then altered before official delivery to Inbox. I'll see if I can find anything for Netscape.
