That is correct. That will happen if IMail can't deliver the E-mail, and
it can't deliver a bounce message.

There is one Q file for each D file. The Q file contains a list of all the
recipients. It deletes the recipients from that file once it has delivered
to them. So if you send an E-mail to 10 people, but only 8 can be
delivered right away, the Q file will start out with 10 addresses in it and
then go down to 2.
