You might want to setup a program alias that points to a batch file, and in
that batch file is

net stop "imail web service"
net start "imail web service"

Then setup IMonitor (or WhatsUp Gold) to monitor port 80 (not the service!)
on one of the hosts and setup a notification to send a email to that program
alias.

We have the same setup and it works great!
At least until Web Messaging gets fixed.
