My problem was the nic card.  It just wasn't taking my changes.  It was strange I had 
just replaced the nic from one i knew was bad with another one of the exact same type. 
 It seems like win2k didn't see it as a new card at first.  When i finally got it to 
take the changes everything started working fine.
