Yes, you can definitely have a batch file that will do that.  As a matter of
fact, at my last job (where I used it), on one monitored item I had the
following:
  1.  A batch job that determined if a directory contained any of the same
files in two consecutive runs (SA was set up to run its tests every 10
minutes).
  2.  If the batch job in (1) indicated one or more files remained in the
directory for 2 consecutive runs, another batch job was run that created yet
another batch job on a shared drive on a second system.
  3.  A scheduled job on the second system ran every 5 minutes, looking for
these created batch jobs.  If there were any, the job was run and then
deleted (the job used a free scripting tool -- that I can't remember the
name of -- to fire up IE, navigate to a web site, and submit a text message
to be sent to my pager).

But I believe that SA already has an option to restart a service built into
it.  If I'm wrong, a batch job can definitely do the trick.

ServersAlive allowed me to fix a lot of problems before users were ever
aware that anything was wrong, and I'm happy to be able to recommend it to
others as well.  It's a good, useful, well-written tool.
