The first thing to do is to make sure that you have F-Prot set up to use 
the "/DUMB" switch -- otherwise, it won't scan the file, because .txt files 
can't contain an executable virus.

The other possibility is that your mail client is sending the eicar.com.txt 
file as a text segment -- if this is the case, you'll notice that while the 
E-mail is received, there is no attachment to open.
