It is true... for example, if you use IIS and turn off the server service,
you do not need 10,000
client licenses to maintain 10,000 HTTP request and active connections.

And the 10 user limitation is indeed in there how do I know this?
Well I taught a Windows 2000 professional class and a NT 4.0 Workstation
class,
at San Jose City College when my students shared out files and they tried to
connect to a  workstation at the 11th connection they recieved messagaes
that they could not connect.

Again my recomendation was to use server.

BTW:  I attended a Share Point server presntation at Microsoft in Mountai
View California,
The presenter ( A long time Microsoft employee and manager of the Sales
Engineers ) stated
that we could use portal server on Windows 2000 pro, when I asked about the
10 connection limit
in the TCP/IP stack, he stated that he thought Microsoft removed that in
2000 pro ( However it's still there ).
