Could this be an Outlook Problem? Outlook sends an attachment called winmail.dat which contains only formatting information for the rest of the message. Most clients including Outlook Express do not recognise this additional information. Outlook Clients must use plain text mail formatting when sending to other types of client, including Outlook Express.
This is normal behaviour and there are several documents on the Microsoft Knowledgebase on the subject. See (Q197064) Iain W.
