TACACS (Terminal Access Controller Access Control System) is
one of the methods a Cisco router can use to authenticate
someone trying to connect.

Perhaps someone misconfigured a router with an invalid
'tacacs-server host' hostname and your DNS server is
complaining whenever the router tries to resolve it.
