You  can  transfer  your  DNS servers to a DDNS service (they run very
short  TTLs).  Then, if the shared hosting service lets you run a DDNS
client,  you  can  periodically  GET  the  main site's home page by IP
address,  and  if  you  get no response, run the DDNS client to change
your A record to the backup site. I don't know what kind of access you
have  to  the  hosted  server, though. If you can't run this yourself,
there's this hosted service from TZO, one of the DDNS vendors:

It  will do exactly what you want; monthly cost is $29.95. Notice that
they're  offering  the  same service for e-mail, which is pretty silly
(unless I'm missing something mind-blowing).
