We've got unreleased code for our KillerWebMail templates that handles this IMail bug on the client-side with Host Admins. Basically, you have a plain-text config file for each domain's user limit, and then the templates read that file and incorporate JavaScript to both 1)show them the actual limit, and 2)hide their Add User button if they've reached it.
