That's correct; standard E-mails will get sent to the queue (and therefore 
typically delayed at least 1/2 hour) if all your outgoing SMTP processes 
are being used (which often happens with a mailing 
list).  http://www.declude.com/dq.htm explains the situation in detail.

Our Declude Queue will better handle the situation.  It works by giving 
highest priority to any E-mail where delivery hasn't been attempted yet, 
and will use up free processes as soon as they are available.  So instead 
of the standard (non-list) E-mail getting delivered in about 1/2 hour or 
later (as it is now), or a few seconds (as it would if it had full priority 
and could be sent immediately), Declude Queue might get it out within a few 
minutes.  It can also speed up delivery of the E-mails on that list quite a 
bit.
