I'm in the process of a similar conversion. Export and import with the outlook users. For those who don't use it, try setting up one outlook copy on a bench computer, DL the mail via pop3, then upload it to exchange. Go to the user's desk and set up the exchange client.
BTW, if they don't use Outlook, how will they connect to exchange?
