You ask whomever gave you the block of IP address's you are using.

A whois on varsitycontractors.com yields
Domain servers in listed order:
HOSTDNS.HOSTIDAHO.COM 216.161.141.1
NS1.USWEST.NET 204.147.80.5
HOSTDNS.HOSTIDAHO.COM claims to be authoritative, NS1.USWEST.NET isn't.
Assuming hostidaho.com is your ISP and is the one who gave you the
block of IP addresses to use you should contact your technical
liaison there and ask *them* to do it. If US West 'gave' a block
to your ISP and your ISP is giving you a portion of them then
US West has no idea of who you are.
Ultimately the party that currently is responsible for answering
in-addr.arpa lookups for your block of IP addresses has to do
one of three things:
a) delegate to you so you can do it.
b) enter the PTR records in their tables
c) ignore you (I'd look for a new ISP in this case :-)
