This is a noble sentiment, but I just can't see how it can be implemented to any true extent due to the transience of the web. I think the end result will be a lot of state monies spent identifying and then publishing the listings of such sites, followed by the scrambling of the internet access providers to comply. All will end up costing the public as government begins a never ending chase that they can never win. As I said at the beginning a noble effort, but just not practical in the real world.
