Yes, that will work fine.

Yes.  SMTP AUTH trumps everything else -- a user using SMTP AUTH can always 
relay.

If they aren't using SMTP AUTH, then they can only relay if their IP 
address is listed in the "Relay for Addresses" option (or if you use one of 
the open relay options).
