Michael, If that isn't a bug it is certainly interesting and unexpected behavior.
I tested just now on 7.06 and exactly the same thing happens. I composed a message from an account which only forwarded to 2 other accounts. I saved the "draft" and the draft message was delivered to both the forward accounts. Nothing was saved in the draft folder. I would never have thought to do that much less test for it.
