Then they accepted the E-mail, and will either deliver it or send a bounce
message (or do something else, such as delete the E-mail, that they take

Unless there is a valid reason (you sent a "MAIL
FROM:<[EMAIL PROTECTED]>", so bounce messages wouldn't be able
to come back, or the E-mail address was valid), then it seems like it is a
Hotmail problem. Note that I tried sending an E-mail to a non-existent
Hotmail user and it gave me a 550, so it may be one or several servers at
Hotmail that are having a problem, or perhaps the E-mail address you tried
sending to was valid.

That's correct. If Hotmail accepts an E-mail and doesn't bounce it, that's
a problem on their end that you can't get around.

I doubt it. They likely have one or more servers that don't know all the
Hotmail accounts, so they will accept any mail to @hotmail.com, which they
forward to another server. Somehow, though, they are mucking up and not
sending the bounce message if the user doesn't exist.
Note that at least one of their servers does return a 550 if the account
doesn't exist, so it may be an issue with just one of their servers.
