I guess the "who to send notifications to" question depends a lot on the
type of users.
In your case, though, you might want to change the subject of the
notifications to recipients to something like "Virus blocked" (or, if
you're an ISP, "Virus blocked by Great ISP, Inc."), making it harder for
the recipient to think they got the virus. Of course, depending on the
intelligence of the recipients, even that might not work...
