When we create a list and add members from web site (8181)
is there any way to limit the number of members in a list.

For example if I set the # member limit to100, 101. member should not
added via 8181 or 8383.

You can do that (by using an E-mail template file with "To:
postmaster@[%REMOTEIP%],abuse@[%REMOTEIP%]"). However, it seems that most
mail server admins aren't set up to accept mail to the IP address (or if
they do, it doesn't go anywhere).

FYI, the new release of Declude this morning lets you disable specific
notifications based on the virus (such as disabling the notification to the
sender of the Klez virus, while still notifying the recipient), so this
shouldn't be as much of an issue.
