Looking at their site map, it looks like it is gone (I believe it used to be under the "ipv4 resources" section). I'm guessing too many of their members complained about the wholesale blocking of countries. You might want to try looking at http://www.archive.org to see if you can find it. They didn't have the URL you listed above, but it may have started with a different URL.
