You can use win2k service manager to watch for hard webmsg crashes and take
an assortment of actions - but mine crashes in such a way that the service
is still running according to NT - so I need something that can monitor a
port (8383) - for that, I use my customers :) just kidding - well actually,
sometimes they find out before me...
I could use my webtrends to restart the service, although that was expensive
when we got it. I don't really have a suggestion, but just bringing up that
if you are planning on monitoring the service, you may end up missing the
boat sometimes anyway.

We use a product called IP Sentry - monitors almost every type of
service - starts/stops, page/email notification, and will actually
perform a soft reboot if needed as last resort -

you tell it how to act and what to do for each type of check
