Nope, all depends on POP3 commands.

Perfectly  sensible.  POP3  DELEs  are  not committed unless there's a
clean signoff. This is per RFC.

No.  You  can play with his MTU to see if you can keep that connection
up  for  longer,  use an MUA that allows you to work with headers only
(sometimes  referred  to as "server-side," though it really isn't), or
have him go in through WM and do a cleanup.
