Jason is correct, if the first email collection does not complete, outlook
doesnt get a chance to tell the server, the last message, umm, header
information that it rcvd, so the mail sserver still thinks that the last
message rcvd by client was the last completed connection, I have ran into
this a few times on some remote users as well, you can demonstrate the
problem by, using some outside email client, send yourself about 10
messages, then on your client, while checking email, unplug the network
cable, wait a bit for client to error out, then plug it back in and check
email again, you'll find that you start downloading all the messages again,
from the beginning.
I have seen a bunch of connection resets by earthlink.
and a note for Earthlink users, I blv if you call their tech support, you
can request that they unblock their port 25 blocking 'feature', they have
some rule that they do that for the first 30 days of an account, but they
dont remove it unless you call, I think you can get to online tech support
via their website, and make that request online, just explain to them your
issue of checking/sending email for work location, and they may cooperate,
they have with a few of my users in the past, resulting in them unblocking
port 25 for that user.

Check and see if this user checks his mail often (like every minute or 2).
If that is the case, then if when checking their e-mail, they aren't
finished when the pop client tries to check again, it will download a second
copy.
