That is correct -- and that's the problem.
My favorite analogy is that it is like mailing a letter to "(617)
555-4926". Although most people will recognize that it is a phone number
and would know what to do to get the letter delivered (call the person for
their address), you can't assume that the letter will get delivered. It
will probably get returned to the sender.

It's a problem on their end.
You *could* add an entry to your HOSTS file to patch up their problem so
that you can send to them, but then when they change their IP in the
future, you won't be able to send to them, and you may have a harder time
figuring out why.
