The *only* way to find out if a user can view HTML E-mails is to actually
send them an E-mail. Doing so through a tool would be spamming.
If you want to send HTML E-mail, there are 2 options. The more difficult
(but most efficient) option is to ask the user whether they want HTML
E-mail or text. The other (easier) option is to just send the E-mail in
both text and HTML -- if the user can't view HTML, they will see the text
version. The two drawbacks to the easy method are that it wastes
bandwidth, and that some HTML-capable viewers may prefer the text version.
