Is this a dial-up or LAN connection? If dial-up you can try setting your MTU (MaxTransferUnit) to 576. Windows will optimize network setting for a LAN. Anything else (dial-up, PC-Direct, ISDN,etc) needs to be setup by hand. There is program called DRTCP that can help with this.
