Jeff, It seems that any message you want to come into your mail client needs to be "unfiltered" meaning they should not be sorted by webmail into these subfolders.
Mail clients only pull mail from the online "inbox" This action seems to be normal. I, for instance have about 25 nested online, email folders, all sorted automaticly, only mail in the "inbox" will come to my Outlook client.
