Stein, I have written my own perl cgi for this purpose but it is a utility for programmers I'm afraid.
When I investigated this on the list a few weeks ago the consensus was that the format of the file was too uncertain and too proprietary for someone to really make a publicly available program. I did post my findings on the format of the file back to the list so you might want to search the list archives. Also remember that you must stop and restart the service once you've changed the acl. Also, you need to do some minimal checking on IP addresses much like ipswitch does now via the console. I really don't know why they don't make this a part of the web utility at the 8181 port since they do have the start/stop service feature there.
