It has been slowly known that there are random problems with IE 6.0 on Windows 98se, and should not be used on Windows 98 or earlier. While I am not familiar with this problem, I have noted that on many sign up forms for e-mail newsletters, there is a note at the bottom instructing that if the person is on AOL, they must choose plain text mode.
