How about if you initiate a queue run ('Send All') from the GUI?
If you turn off Declude (risky, but so is a backlog of important
messages), does the problem persist? You may have to try this for a
day, unfortunately.
Delivery delays under load are rooted in IMail's internal control
mechanism for preventing process overload. Declude acts as a secondary
process dispatcher that can fill in when extra processes are
available. With Declude running and an unexceptional load (weighed
against your baselines), most queue processing hangups should be
alleviated, but there may be something else at work. Without load, you
may have a corrupt executable, some sort of kernel infection, a memory
leak, physical memory errors, or...who yet knows? You should try
running SMTP32 from the command line to see if you can trigger
unexpected activity.
