In my case I'm pretty sure it's the monitor service itself. It kept trying to restart smtp even though it was running normally. Unfortunately nothing was being written to the logs so it took a while to be sure that it was the problem. Since Imonitor maxed out smtp it would hit a point where it would stop sending mail and the only way to return everything to normal was a reboot. All other services appear to be normal since turning it off.
