That would explain why you are having E-mail problems.  If the SMTP service 
is down, you will certainly have troubles sending/receiving E-mail.  Did it 
just show that previously, or is it still showing it now (which would 
explain the problem)?

Are you running Windows 2000?  If so, you have to disable the Windows 2000 
mailserver.

The KB article also suggests that this could occur if the spool directory 
is out of space (which might correspond to the Windows error #14, "Not 
enough storage is available to complete this operation").  I can't imagine 
how both problems would produce the same error, but it's work checking.
