I once had this problem Turned out to be the Windows Index Service being switched on

Also check to make sure you have enough paging file size. You could try an initial size of 1536 min and 4092 max.. but it might also help just to set both min/max to same size. The background services, I believe, will let all the treads/process share an equal amount of the cpu. I haven't had any issues/problems by setting/adjusting these mentioned items.. but of course the standard disclosure is "Do so at your own risk."
