dunno about anomaly, but I heard the term 'rolling blackouts'. Evidently
UUNet has become a California power utility as well?

Significant problems across UUNet network
according to Reuters, Worldcom suffered a significant outage today that cut
off several businesses, took some websites off-line, and slowed traffic
traveling across the company's UUNet network. The company's website earlier
informed customers that "WorldCom is currently experiencing an interruption of
service in various hubs in the U.S. We are working to restore a routing
anomaly, and making necessary progress toward resolving this disruption in
