Sandy,
Yes, I *KNOW* that DNS service is running on my web server (DNS Client
and DNS Server). It has to be in order to host any domain on my server.
When a user registers a domain name, 2 DNS names must be submitted to
the Registrar. Without this, it would be impossible for anyone surfing
the web to get to their destination if the domain they are trying to
visit exists on our web server. And then I need to create a new "A
record" in the DNS manager so that visitors can access the web site on
my server.

I don't understand your last sentence. If my web server did NOT have
DNS running internally, how would someone typing
"www.thisdomain-on-phils-server.com" ever get pointed to my server?

The only MX records my DNS service would ever return (by DNS service I
meant that which is running on my web server)...the only MX records it
would return would be those domains I host that I permit to have email
accounts. Only those domains that I host are entered into my DNS
console manager.
I'm still confused.
