[IMail Forum] SPAM Problem

Hi,   Some users are using my system to send SPAM messages (letter from PRESIDENT AND PRIME MINISTERS) through my mail server. I have selected the NO MAIL RELAY option, but it is continously going out. Can anyone tell me how I can stop this!
