Or you could tell them to use a real ISP, MSN is starting to sound like an
ONLINE SERVICE and not an ISP.

That won't help.  You will need to setup a port redirect program that
listens on a different port and redirects the connections back to port 25
and 110.  For example have a portmapper listen on 2525 and redirect those
connections to 25.    You can also setup 10110 for pop and have that
redirected to 110.
