Sandy, I don't know much about mailall.exe, I red that we can use this only from mail server, users can not send mail to 'all' using this mailall.exe. To give the option to some high-level users(management people) to send mail to all users in the domain at single attempt, I found lists are easy to configure for this purpose, that's why we are using lists.
