Most of what I see that use templates are not html - html
complicates the use of templates for most mail clients.

Any mail client that supports templates but I've seen a lot of
people using the Bat! as I do. http://www.ritlabs.com/
But it's template would not be html. Html would require
considerable effort.

It would take some programming and then it would not be very
flexible IMHO.
