Try stopping the SMTP and/or Web Messaging services, then clean out the
files.

I was cleaning out the old web-based file attachments in the /spool/web/
directory and I got "file sharing violation" warnings when I tried to
delete some.  They were both BRO*.tmp and IWM*.tmp files, nearly a month
old.  Queue is clear and system has been rebooted since then.  

Any ideas on (1) what is still hanging on to these files,  and (2) why
even the files I could delete (everything from DOC's, PPT's, JPG's to
TXT's) aren't being automatically cleared.
