We had this with several machine and now utilize Cisco's TCP
Intercept feature to verify all connections before passing them along to
the various servers.

I apologize for responding to this after 5 days, but it seems it is
still alive.
I admit I do not run version 7.13. I am licensed for 7.0x, but I still
run 6.06. I also admit that web messaging has some issues, but they do
not keep it from being useful or useable. I service several hundred
domains on a single system. Many of our users use web messaging on a
regular basis. At one point I had a test system up with IMail on it. The
system was live to the internet. Web messaging on that system was
hanging all the time. It was not a fault with web messaging, but in
sloppy Win2K system preparation on my part. I was in hurry to run the
test and I had not hardened the TCP/IP stack after a clean install of
Win2K, even though I had installed the latest service pack. An
examination of the TCP/IP stack using NETSTAT showed a whole bunch of
connections in the SYN_WAIT state. I was suffering from a SYN attack.
After hardening the TCP/IP stack, the problem went away. You might want
