This is not a usage metric. I know it can be frustrating, but you need to measure your real traffic, not your static userbase. And Performance Monitor will help you figure out whether only the CPU is being pegged, or whether other resources are being taxed first (like storage). Also post your hard drive partitions, distribution of storage functions, RAID levels, controller cache, swapfile size(s), et al. As is said over and over, CPU is not the main bottleneck in an otherwise stable mail server. With IWEBMSG, one thing I'd point you to right away is dedicating spindles to the SPOOL\WEB directory separate from the main SPOOL directory. I posted a HOWTO on this that's in the archives.
