Cisco PIX 506 or 501.  Let the firewall run on another piece of hardware
all together...  These are roughly $300-600 on Ebay, if you know a Cisco
reseller then you can buy a SMART NET agreement on it and voila you now
have a support contract and warranty on apiece of used Cisco equipment.

The nice thing about the PIX is just like all its competitors it can do
site to site VPN, and client to PIX VPN with proper configuration. 

Firewall software on a server is not a good idea unless you just have
to.  If that is the case then WinRoute Pro Win Proxy or Zone Alarm Pro
are adequate choices.  Trend Micro also has some good products.  If you
choose to do this then put it on a server or PPC that does nothing but
firewall and maybe DHCP, WINS, etc.
