Just an update. IPSwitch assumes "unknown host" to be an unrecoverable error. Why? I don't know, as a unrecoverable error (a 500 error code) is something that is received from the receiving mail server. IMail is making it a 500 error code on it's own.
I'm currently working with IPSwitch support about getting this resolved. But for "unknown host", the FAQ seems to be saying that it won't try to send it again. Obviously the host is going to be unknown, while the internet is down. But will the message get sent, and the "unknown host" error is just a warning that it isn't going to get there immediately? Or will the message NOT get sent?
