Here is some info before that email went out...

History:

-Have re-installed. 
No change. 
-Changed machine key permissions. 
No change. 
-Manually added the IIS snap in. 
No change.

*After the IIS snap in is added, the problem stayed (tested within the
console) so I did not want to save it. If I can manually add the snap in
without the problem persisting, then I will save the config - but I am
not sure were to save it in order to overwrite the old one. Do you know
the answer to this?

Development machine that gets limited backups. Will try to find a backup
build that works - but is unlikely. 

Why can't a re-install fix the problem? If it is permissions -we changed
them (machine keys)and it persists?

What entails rebuilding your IIS MSC from scratch? Is it adding all of
the items in the mmc console and saving? If so, I am back to the
question above*.

Sounds like (a) if you're lucky, a registration error fixable by
rebuilding your IIS MSC from scratch; or (b) a corrupt metabase, which
would need to be restored from the latest backup.
