Well you can log what you are seeing on your router with mrtg.  That would
give you a graphical representation of your upload and download.  It's free,
easy to configure, what more could you ask for?

If you have a *nix box, I have a stupid little script for recording
grapeshot of ping results that proved one of my IMGate clients had a really
crappy line.  His T1 had a crippled LL down to 256K, but his T1 bill was
not crippled.  :))  Now, he's got a new T1 and lotsa $$credit from the
telco.

mtr (matt's traceroute) is an excellent freebie for watching ping times
(min/avg/max), packet loss, all along a route.  I hear MS RK has something
similar.
